From the following Memo to the Town Council of Breckenridge several things can likely be deduced:
1. C& S # 9 is not going to operate on the Loop again
2. FRA requirements for a boiler probably don’t apply if you are running on compressed air
I would like to make a comment about the CHS stewardship of historical resources but that might get me in trouble so I will bite my tongue and ask once again when is anybody in Colorado going to hold the CHS accountable?

Engine # 9
As the Alliance has begun work to return Engine #9 to Breckenridge they have outlined a phased plan. The $70,000 approved by the Council will be used in 2008 to develop the first phase of a railroad park on the Wellington Lot. The railroad park will be an integral part of the future development of the Gondola parking lots, and will provide a pedestrian connection from that development to Main Street. The first phase of the railroad park includes asphalt removal, track installation, landscaping, and interpretive signs. The site plan and design is currently being developed. The goal is to begin site work in late September and prep the site for the return of the engine in late 2008 in time for the 2009 celebration. This first phase assumes the Colorado Historical Society will work with the Town and allow a static display for 2009 without a significant shelter. These discussions are currently underway with the State.
The Alliance is requesting an additional $100,000 in 2009 for subsequent phase of the park which includes operation of the engine. Pending discussions with the Colorado Historical Society the engine would be operated using compressed air. This will likely necessitate construction of a shelter and some additional track. The Alliance is requesting $100,000 in 2009 for that purpose. While details of the projects are still being formulated the goal is to construct the shelter in late 2009 after the conclusion of the B-150 celebration.
