The scope of the list of work needed looks to be from some one who has done some loco work .
The contract requires completion in 160 days
New rods and eccentric straps? Are they cracked? Have they been welded? Eccentric straps can be re machined till too thin. Are they too thin? Do the eccentrics have enough motion?
Also are any of the axils at condemning limits? Are the crown brasses at condemning limits.
Will the cylinders have to be sleeved after boring.
a lot of this stuff will require a fair amount of investigation to create a good bid, not just an afternoon in the shop.
The loop is now is under FRA and the boiler will have to be reevaluated for a form 4
It will have to be re-tubed again The rear sheet may need the bundle area replace rather than repaired
Will it also need any knuckle replacement?
To do this amount of work in 160 days will require a complete steam back shop with experienced staff of at least 4 or 5 or more depending on what is found when disassembled. The shop will have only the #9 to work on for completion in 160 days. It should be more like 250 to 360 days
Tall order
At the end of this the #9 will still be an old coal burner with ridged stay bolts burning oil. It will be expected to pull trains at or over tonnage on a 4% grade daily. It will be over fired regularly and it will have boiler problems. Old coal burners don’t lend them selves well to burning oil.
