Tom,
I have seen the C&TS crew use the same technique to "Jump Start" a cold locomotive.
Earl might want to jump in here, but they take a hose connection from the steam dome of one locomotive and connect it to the cold locomotive and fill the boiler with hot water. It seems to me that they had pressure enough to tool around the yard in an hour or two. Pretty quick to start a locomotive. It was very interesting to watch.
