So you are saying that it's a winter modification? I looked at other picture from roughly the same era, and most of them didn't have it. From your description, it makes sense that this is something you'd hang on it in winter.
I guess I just didn't have any idea that you'd use locomotive steam for "track-cleaning" purposes. It always seems like a resource in short supply -- the way things are done today.
Anyway, thanks for the info!
