Someone who has a better handle on the state of the rolling stock could answer that one better.
I do know that we are way short of passenger cars, and that except for the new bordello-red things, the ones we have look like death warmed over.
Truth is we couldn't stand a big increase in passengers. There are not enough cars.
We are also short on box cars which is one reason why, I am now told, the old boxcar coaches are being converted back. 'course the Friends are tying up at least 3 boxcars for worksession use, but that's diffo...
I predict that either we beg, buy or build more passenger cars, or we're gonna miss those old boxcar coaches.
Stock cars are plentuful. Maybe... Nah.
