I do not think there would be any difference in FRA jurisdiction with the C&TS. They would remain a non-insular, non-general system railroad. No matter how many miles of 3rd rail you lay, unless the entire US railroad system becomes dual gauge, the 3rd rail ends somewhere, thereby isolating the system from the rest of the general system.

Railroad retirement has nothing to do with being on the general system. There are RR's who do not participate in RRRet.
