well most of C&TS equipment is ethir A already compliant or, B old enough that it is exempt from certain troublsome regulations.
and in either case it is NOT in interchange service (transload is not interchange)and so exempt from many additional standards (even though they are on someone elses track it would be a trackage rights agreement whitch is also not interchange).
and they could also create a company to own and operate the antinito terminal and be a station complex for hire with the SL&RG and the C&TS as its tennants paying rent
this is america there is a loophole in any law you just have to find it
dont quit and give up on a dream becaus of tecnicalitys the tracks are within sight of each other it CAN be done
