Sounds like a simple "string line" is in order. With three fans, mark the inside head of the out side rail every 31 feet. Then take a 62 foot long cord and two folks holding the ends at each mark while the third back-bender measures the off-set with a ruler (sounds like a yard stick in this case). Each inch of off-set will be a degree of curvature.
Then the hard part is to graph that in a list and start subtracting two off of the high numbers and adding one of them to the adjacent points. Play with it a long time until you have all the off-sets the same and then add up all the subtractions or additions for each 31 foot marked points and that will be the amount you need to pull the track in or out.
Then go and drive survey stakes 2 feet aside each mark point and use them to measure the throws from. We used to do the throws with lining bars and a big gang of husky guys, with some singing to get the co-ordination. Wish I had that recorded.
