If I understand correctly, that part of the loop not on RR property was built on a Forest Service easement.
There's not a lot of private land along the railroad east of Los Pinos - a few inholdings in the National Forest, including one just uphill from the Osier facility (owned by a very nice couple from Antonito). Most aren't visible from the roadbed.
