The balloon at Osier - ownership?

I'm curious about who owns the land on which the ballon loop was constructed during the Kyle era. On p.24 of Osterwald's TICKET TO TOLTEC is a 1936 D&RGW right-of-way map of Osier. The right-of-way is 100' in width but widens to 750' more or less at Osier - not enough to encompass the ballon loop. The surrounding land appears to be Forest Service land.
Was there a purchase or swap made by the Commission? An easement obtained? Anyone know?
