If memory serves correct (it often fails), the NM asbesto removal requirements are far less restrictive than most industrialized states.
Two years ago, when the removal was first proposed for 483 & 492, the "Friends" were seeking an individual (read-Friends member) holding NM certification to oversee the removal (or a NM resident willing to undergo the certification process).
It was my understanding that containment requirements were not as confining (no cocoon) and removal did not have to be done by certified workers as long as there was direct supervision/monitoring by a NM certified person.
This seem to have changed last year when the engines were moved into the roundhouse. Whether NM law changed, or it was decided to be more prudent and not put volunteers at risk in a potentially dangerous endeavor, I don't know.
Or maybe I just remembered everything incorrectly! If so, somebody please step forward and set it straight, you won't hurt my feelings.
