The C&TS rebuilt Lobato Trestle in order to rebuild its traffic volume so the RR could continue to fulfill one of its primary missions - economic development / support of one of the poorest regions in the entire U.S. I may be wrong, but I don't think rebuilding the road to the west portal of the Alpine Tunnel falls in the same category of economic necessity. IMHO, even doing a cost / benefit analysis would cost more than it's worth. MAYBE enough rubble can be piled up behind what's left of the damaged wall to allow a narrow 4WD-only shoo-fly to be built, but - sadly - rebuilding the wall itself is VERY unlikely.
