Just a thought, but are any of the old RPO cum MOW cars operable? If so, maybe the Friends could use one with less change and free up the box coaches for revenue and the friends box cars for C&TS use.
In the early years of the SERM here, RPO's were used for all sorts of storage since baggage cars could be used as commisaries for SRR excursions.
As I recall, most of the RPO's were cacooned.
