Well Pat, Since you clearly don't know the facts but are willing to make accusations, I'm assuming that you have plenty of experiance importing equipment from South America and are aware of the difficulties encountered.
The SVRR tried for years to raise funds to purchase the Malleys back, The Guatemalan authorities raised the price several times then commenced scrapping them while funding was being secured.
Since then we've imported equipment from Central America twice, You need VERY deep pockets and must be willing to accept that the equipment will be stripped of anything of value prior to it's arrival here. Plus count on the prices being raised after you have an agreement in place plus cost over runs at every turn.
Personnally, I think Dan's estimate is a bit optimistic but that's just my opinion.
