Throw them out for none performance
I for some reason or another think that that is a good idea but not necessarily the contractor since I have no idea what his contract says and maybe he is in compliance.
My suggestion would be
BELL and a couple of others should be thrown out for NO performance. Maybe a better way of saying it "for none performance".
All of the reading I have done over the years it always keeps coming back to
BELL IMHO.
