From trackside in the north yard (which the 1994 report doesn't feel important - things like the coal tower and water tank, oil racks), the structure would look like a two story wall plus pitched roof - probably 30 feet of structure, right in your face, not across the street behind some trees. I still say it is out of scale and overwhelms the site.
That 1994 report needs another look. Who came up with that scheme anyway? Plans like these are the kind of documents that are reviewed annually and updated, not cast in bronze and put on the mantle.
By the way, what is in the bunkhouse and carbody now? That would make a fine visitor center and small museum without much expenditure. Add on that passenger car for more museum space if needed. Orange Empire RR Museum uses car bodies for their displays and artifacts, so it is workable.
