I noticed that the last sentence of the article said:
Although the town has plenty of water this year, said one woman in attendance, there is no guarantee that will be the case next year.
I suspect that is the issue -- could they be worried about being under contract to supply water for the steam locomotive's boilder during a drought or other water shortage in the future?
Assuming that's their concern, I can understand the Mayor's comment as well. His first priority is to provide municipal services --including water-- to the residents who vote during elections.
