What was the split of duties between local employees (section men, operators) and the dedicated wire maintainers? Were operators or section men authorized to test wires, for example? If a pole was down, section men replaced it, did they also replace the wire, or did a wire maintainer show up and do that?
Granted the "M&P" might say one thing, "normal practice" dictate something else, and emergencies yet another solution - but basically, who did what when?
