Thanks for the encouraging information, which are two steps in the right direction. But I don't see why they do not consider the Needleton tank to be as much a part of their operating railroad as the track they maintain, even if they don't need it for water. It is a icon, and part of why folks love to ride their trains. While the grants are good, they may take years to get and the delay could lead to more decay and higher repair expense. Or a storm could blow down a empty tank. They need weight in them. Maybe investigate filling them with blown in redwood sawdust which will not rot.
