And let's remember something of the situation. The CHS wanted #9 away from the GTLRR people for fear they'd trash it (yeah, right), and had it moved without a plan for what to do with it. The CHS simply showed up one day and asked for their engine (#9), then sent the tender to Antonito with the idea that the C&TS would do the restoration - much to the surprise of the C&TS. When the C&TS complained about the lack of warning, having more work than they could handle with their own problems, not to mention the asbestos, the CHS diverted the engine itself to Uhrich and began negotiations there.
Uhrich was in the position where he / they had this old rust-bucket sitting on their property, the CHS was offering money to restore it, while asking that Uhrich pay to move it. If I recall, it wasn't so much a situation where Uhrich sat down and drew up an estimate as it was a situation where the CHS said "here's a quarter mil - get it running by June".
I think it is another Crayuft-ism about business: "you can have it good, fast, or cheap - pick any two". The CHS chose "fast" and "cheap".
