I probably should have added a little help with that phrase and had it read something like "roll rock (and) load". Certain areas were selected for picking up rock and it seems in this case it was necessary to roll the rock to where it could be picked up for loading. After loading, the cars would be moved to areas that needed stabilization for unloading.
There is no indication as to type of cars used. I am assuming flat cars were used as they would be best suited for rip rap. However, I am not ruling out the possibility that other types of cars were also used.
