If the Libraries get state money, you can get to see any part of the collection, sorted or not sorted by just calling the State Officials and stressing that your being stone-walled. In some cases you will not live long enought to see somethine, if you wait for it to be catalogued. That is no excuse. It is an illegal excuse restricting the reason for them having the collection- collections are for being viewed!
If they fear security, they can have a person with you the entire time it is being viewed.
