When I worked for the loop, from 2002 to 2004 , here is how it was basically run.
The right of way, Engine house, plume depot, devils Gate station and Mine were the property of the CHS. The actual operation, marketing and maintance of the railroad fell to GLR, Inc. The locomotives, coaches, tools, shop stoks and guest service an doperatins staff were all provided by the operating company. Only the mine and the mine tour were run by CHS.
When CHS took over the operation they had 2 locomotives, one far too large to run on the loop, the other had not turn a wheel since the 50's and had been out in the elements on Morningstar spur for 16 years. They had no shop stock, no coaches, save for 2 in the display at Silverplume and no expertise in rail operations at all.
They handed out the operation contract to a wanabe operatin called Railstar, whos only other rail venture failed that year due to mis management and financial issues. So CHS took a financially viale, well run rail line and handed it over to a group that had no real expertise, no crews, no engines and only the promices that CHS provided them.
That is how the State " improved" on the Loop operation.
