Harold, the short answer is that the current system is a different system. For a longer answer you'd have to ask the former Commission which was responsible for deciding such matters a year ago.
What was surprising about the parlor car service was that there was actually a lot of resistance to the idea back then, especially from a self-anointed "spokesman" on his web site. Hopefully in the future the railroad will get enough capital funding from the states to expand its parlor car service. Nice to invest in assets that create more revenue and cash flow.
Thanks for your kind comments about RGRPC. While I wasn't involved with RGRPC beyond March, 2002, I share your support for its selfless efforts on behalf of the C&TSRR, in spite of the subsequent adversities it faced, and in spite of a dysfunctional Commission.
