I don't have that book, but thanks for the reference.
I don't have any idea if these were required. I'd rather think they were specified because it was smart to do so, particulary at a time (until 1961) when the railroad was still trying to justify abandonment of the narrow gauge. By 1961, the future of the Silverton Branch was pretty well secured, but days on the mainline were numbered for sure.
