Here's an earlier, uninsulated version of Mr. George Weber's joint. Yes, it does appear to just refer to a joiner bar with a baseplate for the rail ends to rest upon. Patent is 427452 from 6-May-1890. The application references two earlier patents by Weber - 402371 and 402372. I'll post those in the next response.
