I'm guessing that is what Ed originally had in mind. In the old days the "chief clerk" was the power behind the throne, whether it was a PO in the Navy, a good sargeant, or a Division Chief Clerk (notice how I capitalized that....tradition!) in the railroad industry. In the really old days, being a (male) secretary to the Super and on up was a good starting point for advancement. I can think of more than one RR vp who started his career that way. But then....I'm just an old fart.
