I just returned from a 10 day trip to Chile. While there, I met with Ian Thomson, founder of South American Railway Preservation Society.
Ian told me that SV #17 still exists in a park in Peru. I don't have my notes handy to say which town.
Before we all get our hopes up for returning locomotives to the states, you should know that rail enthusiasts in S.A. are getting the governments to list all steam locomotives as national monuments. This means that deporting steam locomotives would fall under treason, so finding someone to sell a steamer in South American may be a little complicated. Getting a steamer out of South America just won't happen.
Central America is a different situation.
Contrary to popular belief, there are not hundreds of locos just rusting away in South America, hoping for yankee help. In Chile, there are several railroad restoration projects underway, and existing steamers in Chile are finding there way to museums or restoration.
