Old rail was often cropped and redrilled before it was relaid therefore giving lengths other than 30', 33', and 39'. This was done not only to eliminate head batter but also due to wear caused by the joint bars. My 1881/1882 60-pound rail was cropped to 28' years ago and when I got it showed quite a bit of joint bar wear again. Rail of that age would have been mainline rail when new, relaid to a branch by 1895 to 1905, and then probably relaid on a siding before being pulled for scrap.
