Could be, although the 1938 replacement of the Andrews trucks with the 4'8" wb ASF trucks (these were an updated heavier version version of the 1923 Andrews trucks with integral journals) was because the D&RGW felt the Andrews trucks were were too light(and they needed trucks to put back under the 25 5900 stock cars). Also again in 1946 they required UTLX to purchase the 4'11" wb trucks for the aditional 20 cars being used in road oil service.
Presumably these were using Andrews trucks as a tempory Wartime solution.
