Interestingly, the "stiff" spot in the Narrows is on a nice straight piece of track. While I doubt this was the case it almost looks like it was put there on purpose - "if you get over this hump, you've got it made". Which is of course not the case as I've been hung up in dozens of other spots on that hill beyond the Narrows. I think the 2 16 degree curves PRSL refers to are the ones that form the lazy S-curve just below Lobato. They have compensation built into them. You can feel the load ease up as you make the curves, especially the upper half of the curve. If you listen to audio of an engine working through that curve you will hear the engineer get another notch on Johnson Bar in the upper half of the curve as the train turns away from the highway.
