Scott; If the flats were for MOW work at Cumbres, it would be logical to place them between the helper and the road engines. That would avoid the necessity of cutting the road engine off of the rest of the train when they were dropped.
Jim, I agree. In fact, that was part of the point I was trying to make in my usual stumbling way. That this particular configuration allows the train to traverse Lobato without stopping is a nice side-benefit, but most likely not the primary reason for doing it - and certainly not the norm for standard operations.
