Not to start a war or anything, but looking at numbers, unless done very cheaply, the track on the C&TS, just replacing ties, would cost well over $20 million. In fact, a 10 man crew replacing at least 75 ties a day on just the mainline using decent ties, would take nearly 4 years, and including labor and ties, spikes, and other miscellaneous costs, about $30 million dollars. Keep in mind, the ties life span is usually only good for about 25 years, and this would average out to costing more than $1 million a year if you let the things sit in the ground for 30. Also, these dont include tamping, regulating, rail changes, bridge repairs in the future, ballast, or yards and sidings.
If you have any comments or see any flaws in my estimate, I would be interested, as I did just put this together in a few minutes.
