What has the maintenance been for the ties on the C&T. Have they been replacing any on a yearly basis and if not, why not? Are the replacements new ties or reconditioned used ties. What about the rails. Is there a maintenance plan for the track itself, and how much track needs to be removed, fixed, worked or replaced. The Union Pacific sold off and abandoned some of its track just based on the cost of maintenance was too high, but it seems like a tourist line would have an on-going program. The discussion here sounds like the work has not been done as it should have been over the years.
