Ross Rowland was not the only one in the 1980's with thoughts for new coal-fired locomotives. There were several other groups seriously investigating modern coal fired steam locomotives. Visit my webpage at the link below for more info.
BTW, Ross' project was the ACE 3000, and they concluded that modern coal fired steam made economic sense as long as the price of diesel was above I believe ~$1/gallon (at that time). The trouble was that just as things were lining up from a business standpoint, diesel prices started to fall and the economic incentive disappeared.
