Again, Uhrich is quoted only as saying that #9 would be ready to be returned to the Loop in three weeks, not that it would be ready to run in three weeks.
It is obvious that #9 is virtually no closer to being operational than it was a month ago or 2 years ago. If they are estimating that 30/74 will take between 2 to 3 years to complete, then somebody else will have to finish #9, because it will take nearly that long as well.
Don't anyone get excited. I don't see this as anybody lying, but I do think that no one has considered the actual scope of Uhrich's contract.
If they were only contracted to evaluate the engine for restoration (which is what I seem to recall from months ago), restore the cab and a few other odds and ends, then they are indeed almost finished.
Be interesting to see what happens next, but it won't be to see #9 under steam. Not this year, and not next year either, in all likelyhood.
