According to all the rulebooks I have, a LITE helper in train order territory would either have to be authorized as a extra or operate on a regular schedule. Dispatchers generally found that running trains as another section (if the timing was right) was easier than running them as an extra. But adding a section for only a portion of a scheduled run created its own situation.
Scheduled trains stayed out of each other's way according to the rules (right, class and direction). A single extra train or extras in the same direction were not much of a problem. But before authorizing an extra, meets had to be arranged between any opposing extras in the same direction.
A Modoc line (xNCO) timetable shows another possiblity that could be used (ever by any ng?): Trains were scheduled 8 hours apart in only one direction. They could run as many/few trains as needed in the scheduled direction by annuling, sections and run late orders. All the opposing trains (as extras) stayed out of the way.
