Sure looks like OO to me and others. It doesn't have the side ladder like OY had, only grab irons, and location of door matches the pictures of OO in "Narrow Gauge Pictorial" Vol. VII. Rotary OO had 3 inspection hatches on the side and this is what shows in the 1924 picture. Rotary OY only had 2. And the late pictures of OY match the delivery pictures of OY in the same "Narrow Gauge Pictorial, p. 199 and 200, except for the large brace on the sides. So no major surgery was ever done on OY.
