223 is a C-16 but the basic dimensions are the same. The Silverton Railroad used 30° curves on much of the line so that is probably the minimum feasible. With flange oilers and slow speeds you might be able to eek out a little more, but it would probably put additional strain on the locomotive and any equipment. As an aside, what is the minimum curvature of the CRRM loop? Their loop works well and could be used as a model for other museums.
