I'd bank that was taken at the Comanche Crossing & Eastern, a 15" gauge RR run by the Uhrichs in cooperation with another party who I believe owns the land.
The railway isn't a public operation; but runs for company picnics/group events. I believe the 463, the original locomotive built in the late 40s (rebuilt from a 2-6-2 a few decades ago), and a diesel switcher are there. This locomotive was also operating a few years back at Heritage Square in Golden. A few people have told me it was for sale at a certain asking price.
Uhrichs even built the Denver Zoo Train, as well as a pretty good looking 2' locomotive in North Dakota based on a GN Consolidation which was to my surprise also a diesel!
