"Even though the K-28 is a much larger locomotive in overall size and weight, the '27s have 40 inch drivers and the 28's have 44's which delivers less tractive force for weight on the drivers."
This is a good point. This is probably also the reason that the adjusted tonnage ratings for the K-28s are the same as for the K-27s from Durango to Silverton. This information is in the D&SNG Employee Timetable.
