Tractive Effort Question

Any engineers out there?????
I have been reading in several of the books about the tractive effort of the K class engines. If the K-27 has 27,000 lbs of tractive effort how does that equate to pounds that it is able to pull? I am sure it depends on the grade as well.
How many pounds can a K-27 & 28 pull? Is there some equation that can help to figure this?
