Morning Bill,
I would guess that Signal Eq. would be used with Passenger Runs, ie: the "White Rope" that ran thru the pass. cars was hooked to something in the cab, maybe a small whistle?????(some where I have a photo of a K-28 where you can see the rope coming from a coach and running up over the tender to the cab)........
