I'm looking at a schematic diagram in John White's book. He credits it from "Institute of Civil Engineers, Vol. 53, 1878, plate 4."
It has arrows showing the water circulation. From the coils in the heater the water flows up to the roof-top tank. Then it shows the water circulation going down to the pipes around the car and then back to the coils in the heater.
The tank on the roof has a filling cock and a safety valve.
