If this is the thinking, then it is simply prejudice. Roller bearings only have a smaller starting resistance, once under motion the rolling resistance is similar. The real thing about modern roller bearings is that they do not have to be repacked and scraped every two years (if the railroad is still following the old rules, which they probably are not, because repacks have been removed from the rules!)
If you have a storehouse full of old brasses and repack material, maybe there is a cost savings, but if you have to purchase new, journal pads are increasingly harder to get, and the brasses are another pain. Reconditioned roller bearings can be gotten for less than $200 apiece.
That is why I started converting the passenger cars to roller bearing at Steamtown in 1985; and to the best of my understanding, they still do even now.
