It's more than just a matter of transportation distance and cost. It also has to do with shop capacity. We are currently in the midst of a 1472 and running gear overhaul on 482 which includes considerable firebox sheet and stay bolt replacement. The pair of 2-8-0s headed our way need basically the same type of work. Adding a fourth engine needing a 1472, firebox repairs, and complete mechanical overhaul would stretch resources. We will be doing some of the mechanical components in Durango and likely providing some assistance with other aspects of the project as well.
Oh, and there already is a short section of NNG track in the new diesel/contract shop.
