Wasn't the RGS controlled by the operators of the D&RGW by this time? I really have a hard time believing that RGS could even think of creating such a locomotive at this point.
What was going on at this same time on the D&RGW narrow gauge, they were taking old standard gauge C-41's and converting them into narrow gauge K-37's, the depression was in full swing.
One question on the drawing, I'm not seeing counterbalance weights on the drivers, was it supposed to look like a C-21 duplex?
