Two K-27's under one boiler.... Imagine the infrastructure improvements needed by the RGS to support operating one of these critters. Heavier rail, lots of bridge work, not to mention roundhouses and turntables. It wouldn't fit in the D&RGW house in Durango, let alone the roundhouse in Rico. Perhaps it would hide inside the long engine house in Rico.
