His question is an interesting one, since if CB coal did move to the West Coast it must have started on the ng. And the routing it might have taken is an interesting question whose answer could depend on an number of practical factors in the railroad tariffs, some of which probably made no sense at all, but that was common under regulation and the non-sense it spawned. And on top of that with the Navy the buyer, who knows what special rules might have applied. All potentially interesting from a historical perspective and how the world used to work.
