Brian,
I think your option #2 is a very good possibility. The two major sore thumbs of CHS (the origins of the problems between CHS and GLRR Inc.) are "higher-ups", but not the highest in the society, and I think that CHS Pres. Georgiana whatsherface knows about what is going on, but doesn't want to admit that ugly things are going on within her organization. I'm sure she is trying to avoid persecution from the media and the public (although that has already happened to some extent).
